The site is located at the gateway of Fishermans Bend, just across the river from Melbourne City. Situated within the historically rich Montague community, it holds numerous historical heritage awaiting exploration and development. According to Victoria's planning strategy, Buckhurst Street, running horizontally through the site, will be established as a green spine, forming the core of Montague South. A second community hub is also situated at the Montague Continuing Education Centre.

From a place-making perspective, the goal is to create a variety of spaces that are conducive to residents within a community that holds both historical significance and future government development potential. This entails a detailed focus on individual elements while also connecting the past and present to evoke potential place narratives for residents. Through this approach, various initiatives are designed and implemented from a developmental standpoint to benefit both residents and the community.
